2011 VS 2012 BUDGET ON SECURITY: A RETROGRESSIVE?



Security has become a primary challenge of a nation. The spending of over 1.1 trillion of 2011 budget on SECURITY has brought no meaningful development rather insecurity which is bedeviling the government and Nigerian as whole. The incidence of arm robbery, kidnapping, human trafficking, and the issue of Boko Haram and Niger Delta militant which resulted to sudden death and destruction of property of Nigerian.
The recent bomb blast in some state of the Northern part of Nigeria and also the explosion of an Arabic school in Sapele Delta State on Wednesday depict that the nation is in state of insecurity. The 2011 budget was made by the late Yar’adua Administration with the incumbent president as his running mate than; the April polls give Mr. President Mandate to carry on! Since then, Mr. President has being propagating sweet talks and making promises to transform Nigeria into a better nation. But in a Hausas proverb that said “to jumb from the frying pan into the fire” just as the 2012 budget propose to security.
Security is among the recurrent expenditure of the 2012 budget appropriation Bill presented to the National Assembly last week by Mr. President to about N927.91 billion covering about 20 percent of the budget, more than the appropriation to education, agriculture, health, water resource, transport, Land & housing, as well as other infrastructure. The budget proposal is still at the ball court of the national house of assemble, whether to approved it or declare it null and void.

A 1.1 Trillion Naira on security has wasted which brought noting but chaos, chaotic, and precarious condition, as now we are almost saying Good bye to 2011 in compare with N927.91 billion on security in 2012.A TRANSFORMATION or RETROGRESSIVE? The money spend on security in 2011 is much more higher than the expected money to be spent in 2012 to cater for capital and recurrent need of our armed forces, the police, the amnesty Programme and the Para-military agencies that make up our security sector.

Considering the scenario, we are now Mr. President suppose to give 30 percent of it budget to security in 2012 to have a strong security sector, having knew that 26% of the budget in 2011 has failed to promote peace hence, need to be adjusted and upgraded as a student that is train in power and political analysis, remind me of a book title ‘ The PRINCE” by NICCOLO MACHIAVELLI which stated that “one most be a fox in order to recognize traps and a lion to frighten off wolves”. Am not in pessimism that, the members of National Assembly would approve the 20% budget propose to security sector in 2012, because it will enhance safety, peace and socio-economic development of the country.
The N 927.91 billion should be used deliciously to buy surveillance cameras, bullet proofs, and bomb dictators in other to traps enemies of state and peace.Religious leaders and stakeholders should put hands on deck to support security personnel in ensuring peace in the federation.

PEACE AT ANY PRICE

Nigerian in pre-colonial Era lived in peaceful co-existence with a well developed people, having there own institution and simple idea of government, even though, they were multi-ethnic, tribal and religious believed differences, yet peace reign then. The coming of colonial intruders paved way for economic and humanitarian exploitation, Nigerian Nationalist strived hard to ensure that Nigeria got her independent which According to Kweme Nkrumah “African countries independent at the right hand which taken it away with the left hand”. Since then, Nigeria experienced coup and counter coups and a civil war 1976 – 1970 which lasted for 30 months. Also uncountable crisis across the Federation which result mostly because of power, land and identities in the First, second, third and fourth republic.

Insecurity is a great trend toward national development and a battle neck which hooks the government and Nigerian. The incidence of arm robbery, kidnapping, and other act of terrorism which since to be the order of the day in the Neo-liberal Globalization of Nigerian politics. The bomb blast at Maiduguri, Damaturu and Potiskum, which climb lives of many Nigerian, also the explosion of Jos and Madalah on 25 Dec. 2011. These clearly depict that Nigerian need peace at any price because there would be no meaningful development when a nation lives in a chaotic, chaos and precarious condition.

We a re Nigerian and belong to Nigeria, we pledge to serve Nigeria with all our heart to be faithful and loyal, why are we killing ourselves? Even religious teaching advocate peace, Islam means ‘peace’ in an Hadith of Prophet Muh’d (SAW) “Non is a true believer, until he desire himself what he desire for his neigbour” and also in Bible said ‘ Be your brothers keeper” Then why are we killing our selves? Is a question that need answer and great lasting solution, in other to restore peace in the nation.

President Good luck Jonathan presented his budget to the National Assembly last week and propose almost 20 percent of the budget to security. I begin to reason with Mr. President for given security more priority than any other sector. Because prince of peace is not expensive and moreover maintenance of law and order is what constitute an idle authority of government. I urge the government to make prudent use of the money through negotiation and Dialogue not war in other to restore peace. Before dropping my pen, I would like to advice Mr. President that in the 2013 budget he should try and give education and Agriculture more priority than any other sector especially Education perhaps, now ASUU are now on strike, hope and pray that FG would implement the agreement very soon , as soon as possible.

POLITICS OF FUEL SUBSIDY IN NIGERIA



Fuel subsidy removal is the contemporary policy initiated by the Administration of President Goodluck Jonathan in Nigeria. This policy gave rise to so many debates, consultations and criticism across the federation, to the extend that even a lay man on a street and a market woman know much about the policy implication and consequences to Nigerians. The speech of President Goodluck Jonathan during inauguration ceremony in Abuja, clearly in tells much about TRANSFORMATION. Up till date the Government has been campaigning much about transformation in various media, the government is not working towards transformation but in a Eurocentric capitalist ideology. In Hausa proverb that says “Independency is preferable to the most benevolent subjugator” clocking to almost a year of president Goodluck Jonathan in power and yet the story is same as in the previous Governments inadequate social amenities, level of insecurity is increasing and majority of people are dying of hunger, misery and despair.
Looking at the politics of fuel subsidy as a comedy Drama between the government and pro-Democracy activist. The president has already done the budget without fuel subsidy, although, consultations and debate is still in progress. The party in support of fuel subsidy removal stated that fuel subsidy is mainly benefiting the petroleum dealers and that if it is removed, social amenities will be provided to Nigerians while on the other hand, pro-democracy activist stated that if fuel subsidy is removed Nigerians will live in a harsh conditions, inflation rate will increase on food items and transportation cost. Fellow Nigerians presently now there are many people who only take 0-0-1, 0-1-0, or 0-1-1 meals per day and talk less of when fuel subsidy is being removed and food items price also increase.
This drama that I call comedy, if drastic actions did not take place, it will turn to tragedy, because the youths will agitate and if the youth agitate, we all know the result. I never pray for that, since consultations is going on and President Goodluck Jonathan has additional three years in power, there is optimism that Nigeria will be transformed positively. I urge the legislature and other statement to consider the scenario we are in now and to make policy that will promote social welfare and justice to Nigeria and Nigerians at large.

ONCE UPON A TIME IN MOVIE INDUSTRY

Life changes every day, every time. In some years back when am in primary school, our house is situated at Bauchi road apposite Islamiya primary school, normally weekend, FARIN WATA, A Drama club are doing there rehearsal inside the Islamiya compound, therefore i developed the interest of watching their performance one day i told there director SANI KANAWA, that i want to join them, he quickly accept but with the condition that until my parent agree, the following day SANI KANAWA and his crew meet with my Dad and he approved the issue. Since from then, I have being visiting KWARARAFA and other joint place of Actors. SANI KANAWA feature me in one movie title ROKAN AMANA.I apply GSS KURU as my secondary school and luckily am admitted, during these scenario spirit of Hausa movie has penetrated in my body and soul and therefore I found it very difficult to stay in the school, My Dad has being visiting me on several reason and am not in school.

Going to j.s.s 3, I was being advised to change the environment because I repeat the class, my Dad kindly put me in a day school (CAIS).I started doing very good with my studies, but still if you want to make me happy called me ALI NUHU or best actor, my teachers have being praying for me to remove that interest of hausa Drama. There is a day that one teacher called me to his office and ask me 'sadiq I hear that you want to study THEATER ART and you are emulating the behavior of ALI NUHU, what motivate you? It's the dress, dancing or smoking that the do and in fact most of them are homosexual in character 'I keep silent and he sent me out of his office.SANI JORDAN employed me in his shope, selling of movie and other varieties, I spent almost 4yrs with him and yet ALI NUHU did not know that I exist as an actor. SANI JORDAN closed his shopped and KB INSHA ALLAH rented the shop, therefore I retained the shop with kb insha ALLAH.

In 2007, I was admitted into BUK to study diploma in public Admin because I wrote jamb MASS COM. And my score did not reach for post ume. Before I left jos to kano,I ask SAIYADI to informed ALI NUHU that am coming to FKD.I also informed Mustafa and Adamu Nagudu that am coming to keno. As am in kano I have visiting ALI NUHU house always not at home and I do called him in phone,I only meet with Ibrahim he told me that these house is just like an army barrack, Mustafa in Zango world told me that if I want to learn instrumental of music in the shop,I would be transporting and feeding myslf. In the same day I meet with ADAMU NAGUDU he gave me five hundred naira and told me that he is going to open shop soon and he looked for me to stay together. I have being calling ALI NUHU on phone but the last thing he said to me is to stop disturbancing him and in fact that he is not living in kano. I Pray day and night for ALLAH to choose best for me.

Suddenly I meet with UMMI ZEE ZEE in BUK,same course with her, we became close friends with her and she often help me financially her lowest gift is 1k,only ALLAH would reward her. I loose interest in hausa movie and all that is relating to them, I even forget when last I set my eyes in hausa movies and I pray to ALLAH not to have zeal again. I focus with my studies only doing B.SC POLITICAL SCIENCE IN BUK

ASUU STRIKE AND SOME GIST.


Asuu has embarked on total indifinate strike,i have wrote previously on EDUCATION SYSTEM IN NIGERIA,In this blog.I criticised the kind of education system we have in Nigeria and obstacles that is confronting Nigerian student.

I wonder when we shall be free from strike,Asuu has embarked on strike and left us with incomplate accedemic session,ideedly they have tanished our plans because i have started my exams befored the school management decided to postponed the exams and maked it on 12 of this mouth and suddenly strike has interverned.

I Most recommed comrade c'est cesse for nomitting me as secretry General of Zero Tolerance for Corruption.Bayero university,kano Nigeria.The congress elected me and i promise to fight coruption in all level(insha Allah).

If you can observe i have changed the tittle of my blog from DREAM WORK to SQ's DIARY with the reason that my work is political analysis in a realistics piont of view and sometimes i do involved my personal life issues in the blog,therefore i decided to name it SQ's DIARY because it corresponds to my ideas.Mr Nasir; the author of COMPLEX DIARY really helped during the change of my blog tittle and other designs in my facebook page.

I pray FG would implement the agreement reached with Asuu so that the strike would be called off and we would complete our session. There is one thing in life...IF YOU CAN DREAM IT..YOU CAN ACHIEVED IT.

prof.give a direct comparism between China and Nigeria in term of socio-economic,natural and human resourses and other factors that determined a country growth and development.In the presentation prof.pinp point that Nigeria and China share similar features.

Prof.is my role model therefore am answering his question.NIGERIA CAN BE THE CHINA OF ARICA.Only if the following conditions are attained.

1.Good Governance
2.Coruption,Nepotism,sectionalism,ethnicity and meritocracy is being reduce to the zero level.
3.Diversification of the economic
4.Indeginazation
5.Encourage and support of local industries
6.Abolishing of inherint colonial system of economic.

I believe that Nigeria holds the key to African's progress as the most populous black nation in the world.Am in deep optimism that Nigeria would be china of Africa and i will work hard every of my life to make happen.What about you....?

MARXIST THEORY AS AN INSTRUMENT OF ANALYSIS OF NEO-LIBERAL GLOBALIZATION

Since capitalism must continue to survive,and marxist theory will continue to be relevant in almost all level of analysis of globalisation,a number of ideas may be considered for of this research project.

MARXIST THEORY AND THE STATE.
The executive of mordern state is but a commitee for managing the affairs of the whole bourgeoisie(marx and Engels 1848).Every where marxism and socialism came to be associated with vanguardism,authoritarianism and excessive state intervention,admittedly,many African dictators used the language of marxism and socialism to deny their people basic freedom and indulged in excessive and waseful spending of state financial resources including supressing of their own people in the name of workers or poor people and loored the treasuries of the countries.
As the African political elites saw the state as an arena and source of power,status and other form of wealth accumulation(Bayart,Ellis and Hibuo 1998) this lead to violent overthrow of the government at the hand of pro-democracy and pro-reform movement.This paractice which Bate (1984)refers to as a rational response by the African states motivated by the desire to purchase votes stay in power decome the new sentiment of the economic policy making in African had direct consequences.

MARX ON CAPITALISM
Marx made critique of capitalism from various perspective,on economic,psychological and even political grounds 'you are poor not because of anything you have done,not because of sin or the will of God,you are poor because of the economic and political condition.These conditions are called capitalism"(Mahajan and chad 1988)

The international financial institution have become the primary instrument for the implementation of neo-liberal adenda in Africa for example,the neo-liberal perscription are embodied in the stabilization and structural adjustment programme(SAP),There is no doubt that the worsening economic crisis in Africa,perticularly the dedt burden has created the opportunity for western capiatalist nations and international financial institutions to collaborate in impossing neo-liberal policies on african countries.
African countries for must adhere to the demand of international monetary fund(imf) and world bank,before they obtain loan from these intitutions before their debt resheduleed or forgive.Confronting with poor tearm of trade with the developed capitalist countris coupled with unfair trade practice and unequal terms of trade and proctionist tendencies,mejority of African countries have being forced to accept neo-liberalism as only alternative of their economic problem.
specifically in Nigeria, this can be seen dring Babangida's regime in 1985-1993,the structural adjustment programme was design either intentionally or by defauit to incresase the level of poverty of the country or worsen the economic problems.Therefore,it can be deduced that the neo-liberal globalization as an extension of capitalism only worsen the economic and political crisis in most AFRICAN counteies.
